I used to use Cool Edit Pro, but dunno if you can still download it. Does everything.

Or try Sony music something I forgot the name for the Sony one.

windows: goldwave (left click set start, right click set end, save as MP3 of your choice)

mac: garageband should do it tho never tried.

keep in mind chopping up 1 mp3 and saving will recompress and degrade the quality so make sure to use a high bitrate.

I would just use an online service, rather than going to the trouble of installing software etc. There are heaps that keep your bitrate...

Audacity for Mac:

http://audacity.sourceforge.net/download/mac

I should also mention that it's 100% free, and has absolutely no adverts or unwanted crap in it. Proper open-source application.

Does it lower the sound quality at all ?

It's a full-featured audio editing application Kemp; kinda like comparing Photoshop to MS Paint judging by the other apps listed. Not as easy to use/setup as the others, but you can do whatever it is you need to the track, and set whatever compression codec and bitrate you want to use. For basic editing, it's not terribly hard to use.
